Weathersfield Select Board Budget Committee Minutes December 22, 2009

1. Call to Order: Mr. Arrison called the Select Board meeting to order at 6:12 p.m. on Tuesday December 22, 2009 at Martin Memorial Hall.
2. Executive Session: Mr. Cobb made the motion to go into Executive Session for the purpose of considering the appointment or employment of a public official. Mr. Boyer seconded the motion which passed without dissent.
3. Budget Workshops
Mr. Cobb made the motion to direct the Chairperson to sign the Public Lands Highway Grant, No. Weathersfield PLH TSDP(1) letter dated December 22, 2009. Mr. Boyer seconded the motion which passed without dissent. Mr. Boyer made the motion to direct the Chairperson to sign the Fiscal Year 2011 County Budget addressed to the Windsor County Side Judges letter. Mr. Cobb seconded this motion which passed unanimously.
VMERS FY2011 Contribution Rates: Mr. Melen said VMERS has changed contributions for Group C - an increase of 5% on the employee's side. He said this number is in the budget at this time and it only impacts two employees. Highway Fund: Mr. Melen said he has revised this budget by removing the paving for Tenney Hill and adding in the shur pac figures. There was discussion if there would be a separate article on the Warning to include paving of several roads; the amount being considered right now is $500,000. Mr. Hazeltine and Mr. Melen will look at the list of paved roads and come back to the Board and let them know which roads could be paved for $300,000, $400,000 and/or $500,000 and this will be discussed again. Mr. Blackburn was present because the bridge on Hidden Glen Road which leads to his house needs to be repaired or replaced to make it safe for emergency vehicles and heavy trucks to have access to his house. Mr. Cobb said he thought an Engineer was going to look at this a while ago. Mr. Melen said Miller Construction did look at it and gave a proposal a few months ago. Mr. Arrison said we have $10,000 set aside from last year and he recommends putting another $10,000 in the budget this year and then taking $25,000 out of the Highway Capitol Improvement fund so we will have a total of $45,000 for the repairs. After discussion the consensus of the Board was to go ahead with Mr. Arrison's recommendation. General Fund: Mr. Melen said there is an increase in the insurance line item assuming the new highway employee will need coverage for a couple. He noted Reserves are down almost $30,000. There was discussion on the part time police officers line item as they have not met the budget number for two years and they are below budget at this time. Mr. Melen said Chief Brown is in the process of hiring a third part time officer so this will be met. The Board asked if the additional money the Zoning Board asked for last week ($4,000) is in here; Mr. Melen said no, he is waiting for them to give him additional information. Mr. Fisher questioned the increase in the Planning and Zoning budget for the last several years. Mr. Melen said the Department has been revamped over the last several years. It was noted that Grants do not show in the budget, it is self resolving outside the budget.
4. Calendar Year 2010 Mileage Reimbursement Rate: Mr. Melen said the IRS is at 50 cents per mile. Mr. Boyer made the motion to set the Town's mileage reimbursement rate at 50 cents per mile effective January 1, 2010, Mr. Fisher seconded the motion. It was noted the reimbursement rate right now is at 55 cents per mile. Motion carried unanimously.
5. Merry Mulch Proposal, Cookie Shand: Mr. Boyer made the motion to give the Weathersfield School Service Group permission to hold a Christmas Tree Shredding Project at the Landfill on January 9, 2010. Mr. Fisher seconded the motion which passed without dissent.
6. Adjourn: Mr. Fisher made the motion to adjourn. Mr. Boyer seconded the motion which passed without dissent. The Weathersfield Select Board meeting was adjourned at 9:00 p.m.
