TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, April 28, 2008  Workshop Meeting  I.         Roll Call: Commission members present were Peter Daniels, Bruce Cox, Ed Williams, and deForest Bearse (Land Use Administrator).  The audience members present were Todd Hindinger and Jason Rasmussen.  II.        Approval of Minutes: Meeting of March 24, 2008            Ed Williams made a motion to accept the minutes of March 24, 2008 as written. Bruce Cox seconded it. All were unanimous.  III.      Subdivision Regulations (Jason Rasmussen, SWCRPC) (1)   Finish reviewing “Issues to Address†list  Jason Rasmussen handed out the draft to members of the Commission. The Commission discussed Article VII-Planning Standards for Minor and Major Subdivisions. -The Town Plan lists the natural resources and refers to Liz Thompson’s inventory. -The driveways should have a slope of 12% or less due to safety/drainage issues. -Todd Hindinger stated that the State has a couple of standards and guidelines for road construction. -The subdivision regulations should reference the Low Risk Site handbook for erosion control during and after construction. -The section about fire protection facilities could be eliminated since there is no way to reinforce it -A waiver of development rights means that the property owner is not going to developed parcel for what the waiver is declared. -A deferral means that the property owner is not going to develop the parcel  right now.            -Make the property owners aware that a site visit might happen.            -Do an appendix that lists the resources for property owners  (2)   Proposed re-organization of the regulations  Jason Rasmussen handed out a draft of the Weathersfield Subdivision Regulations. He pointed out that the strike outs are the current regulations that will be deleted. He tried to streamline them in the last two pages. The Commission will review it and discuss it at the next regular meeting.  (3)   Proposed changes to the authority, purpose, process and definitions sections  IV.      Public Comment:            There was none.     V.       Other: Ed Williams made a motion that the Planning Commission recommends that the Select Board approve the March 18, 2008 I-91 Interchange Master Plan and Zoning Bylaws and render final payment to the consultants. Bruce Cox seconded it. All were unanimous for this recommendation.   VI.      Adjournment: Bruce Cox made a motion to adjourn the meeting at 9:40. Ed Williams seconded it. All were unanimous.  Respectfully submitted,  Diana Day
