TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, December 13, 2010
I. Introductions:
Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, and deForest Bearse (Land Use Administrator).
The audience member present was Peter Korbet.
Chairman Bruce Cox opened the meeting at 7:02.
II. Approval of Minutes: Meetings of November 22, 2010
Alan Hudson made a motion to approve the minutes of November 22, 2010 with corrections. Michael Todd seconded it. All were unanimous to approve the minutes as corrected.
III. Review Meeting Agenda - additions, corrections There was none.
IV. Public Hearings: (A) Final Plat amendment #10.2010 by Gary and Christine Bullard requesting to relocate the house and associated infrastructure on Lot 2 shown on final plat #04.2006 ( cont. from 11/8/10) deForest Bearse read an e-mail that she had received from Christine Bullard in regards to asking for it to be continued on December 27, 2010. Ed Williams made a motion to continue this hearing on December 27, 2010 at 7:15 PM. Alan Hudson seconded it. All were unanimous to continue this hearing.
V. Requests/Reviews: None
VI. Discussions: A. Bylaw/Regulation Revisions The Commission discussed the Agricultural Soil Bylaw that the Select Board will discuss at their December 16, 2010 meeting. Peter Korbet mentioned that maybe "project site" should be mentioned in the Bylaw. He said the easiest way is to state what is the purpose of this Bylaw. Ed Williams stated that the Commission believes that they did that. Michael Todd said that the Bylaw addresses the project site in the first sentence of the agricultural bylaw.
B. Town Plan Revisions (1)Transportation Chapter: Recommendations deForest Bearse stated that the goals have been finished and the Commission needs to do recommendations. The Commission went over the goals again. Peter Korbet stated that trails are not maintained by the Town and Class IV roads with existing culverts are maintained by the Town. The Commission discussed the recommendations. First, the recommendations need to start with number one. In the current number 12, the Commission will delete the word "absolutely and necessary". In number 14, take out the word "only", delete the sentence "keep most of the roads as local Town roads", replace "them" with "Town roads". It needs to be two separate bullets. Peter Korbet said that the Select Board is addressing the speed issue now and doing traffic studies on various town highways. deForest Bearse stated that the Town has existing data on three roads. SWRCP is going to do one more. The speed limit on Thrasher Road was changed from 25 to 40. Speed limits are based on the character and use of the road. Peter Korbet said that under recommendations the Commission could recommend to pave steep and difficult roads to maintain. The Commission decided to add "Roads should be considered for paving when warranted by use and/or other conditions." to number 12. In number 15, delete the word "those". In number 22, delete "entire recommendations". In number 23, delete "for the elderly or handicapped" and add "coordinate with local commuter bus services to provide additional pick up and park and ride areas such as Downers". Add the word "public" in front of transportation. In number 27, add the following wording "Since there is no high school in Town, ensure safe transportation from home to high schools in neighboring towns". In number 25, delete "consider" and change "guiding" to "guide". Peter Korbet said that maybe the Town should consider LED lighting for signs and signs can be dictated by speed zones. In number 25 add the following wording "guide the size and placement of signs so as not to create a traffic hazard. Delete recommendation number 26. In number 27, add "The Town shall develop a policy regarding motorized vehicles and recreation use of the Town's trails. The Commission will do an implementation plan for each chapter. Peter Korbet said that if there was a designated scenic byway, it might lead to funding. There is an old highway in Perkinsville. He came across the transfer of that back to the Town in 1939. There is little access to get to recreational use of water in Town such as on the Ferry Road and the Town should consider this.
VII. Other Business: The Commission discussed Economic Development Plans. deForest Bearse will present the Commission with an outline. VIII. Public Comment:
