TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, December 27, 2010
I. Introductions:
Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, and deForest Bearse (Land Use Administrator).
The audience members present were Gary and Christine Bullard, and Todd Hindinger.
Chairman Bruce Cox opened the meeting at 7:04 PM.
II. Approval of Minutes: Meetings of December 13, 2010
Alan Hudson made a motion to approve the minutes of December 13, 2010 with corrections. Gil Whittemore seconded it. All were unanimous to approve the minutes as corrected.
III. Review Meeting Agenda - additions, corrections There was none.
IV. Public Hearings: (A) Public hearing on the proposed repeal of zoning bylaw section 6.11 Historic Preservation Bruce Cox opened the hearing at 7:09 PM by reading the Notice of Public Hearing. deForest Bearse stated that she did not receive any written comments. Michael Todd stated that at a recent Planning Commission meeting there was a large attendance mostly in support to remove this bylaw. This bylaw bans development. Alan Hudson made a motion to eliminate zoning bylaw section 6.11, approve the report, and send it to the Select Board. Ed Williams seconded it. All were unanimous. Bruce Cox closed the hearing at 7:14 PM.
(B) (7:15) Final Plat amendment #10.2010 by Gary and Christine Bullard requesting to relocate the house and associated infrastructure on Lot 2 shown on final plat #04.2006 ( cont. from 12/13/10) Bruce Cox opened the hearing at 7:15 PM. Todd Hindinger, Gary Bullard, and deForest Bearse affirmed. Todd Hindinger stated that they have applied to the wetlands division for a wetland permit. They are not sure when the permit will come through. There are Class II wetlands on this property. They have made some changes so the house site will not need any variances. The impacts will be outside the 50 foot buffer and the house side is 50 feet from the side. They would like to send it to the surveyor. The culverts will be open bottom arched culverts. The house site will not change. The delineation is done and trying to avoid and minimize the impact on the wetlands. There will be a shared access with the neighbors parcel. The wetland division would like it to be shared. It might be a different configuration when the survey is completed. deForest Bearse asked if they were still using the approved septic site. Todd Hindinger said that they were. He said it is a good site for the leachfield by the road and the new well by the house. Alan Hudson wanted to know why the pump chamber and septic are so far apart. He also asked if there will be underground power. Todd Hindinger said that the pump station needs to be at the lowest point and that there is a lot of bedrock on this property. He said that the property owners would like to do underground power. deForest Bearse said that the driveway permits were issued for the original permit. She wanted to know if this is a different driveway site. Todd Hindinger said that it was changed slightly to the north. Christine Bullard has met with Westley Hazeltine about the driveway and he was fine with it. deForest Bearse said that she will need something from Westley Hazeltine to say that the driveway would be fine. Todd Hindinger wanted to know if there were any problems with the current site plan. Bruce Cox said that there needs to be a note in regards to the low risk handbook, state culvert size, template approval stamp, remove original house and well location, and show the abutter to the north. Alan Hudson made a motion to continue this hearing on March 28, 2011 at 7:00 PM. Ed Williams seconded it. All were unanimous to continue this hearing.

A. Town Plan Revisions (1)Transportation Chapter: Recommendations The Commission went over the recommendations and made changes to the recommendations. deForest Bearse will retype them and present them to the Commission members again.
