TOWN OF WEATHERSFIELD, VERMONT
PLANNING COMMISSION
Monday, January 10, 2011

Introductions:

Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, John Broker Campbell, Julia Lloyd Wright (ex-officio), and deForest Bearse (Land Use Administrator).

The audience members present were Beverly Domey, Ken Domey, Frederick Jarvis, and Steve Mungeon.

I. Approval of Minutes: Meetings of December 27, 2010


Michael Todd made a motion to approve the minutes of December 27, 2010 with corrections. Alan Hudson seconded it. All were unanimous to approve the minutes as corrected.


II. Review Meeting Agenda - additions, corrections

There were none.

III. Requests/Reviews:
A. Sketch Plan Review: #12.1610A by Beverly Domey for the subdivision of 36.3 acres on S. Mountain Road into two lots
Ed Williams read the Weathersfield Conservation Commission letter dated in 2004. deForest Bearse said that there is agricultural soil on the subdivision. She said that a waiver of development rights is permanent and a deferral is issued by the State. Ed Williams wanted to know why they had to survey the agricultural soil if they are going to be permanently waiving developmental rights. They could use the USDA to calculate and delineate the agricultural soil. Steve Mungeon said that they are not asking for developmental rights to be waived. Michael Todd said that they could put a building envelope on the plat.
Ed Williams said that the Commission has talked about deferrals and waivers before. There is no language for deferrals, only for permanent waiver. If it is not going to be permanently deferred, they need to show the building envelope and agricultural soil. Steve Mungeon asked the Commission if the sketch plan he is presenting shows the building envelope. Ed Williams said that it does. Steve Mungeon said he could put in the culvert sizes for the stream crossings if necessary. He could show 50 foot buffer around the property. deForest Bearse said that the location of the building site is the least intrusive.
Steve Mungeon said that the site plan from 2005 was used with modifications. The next owner could take that map without a surveyor and come up with acreage then. He does not feel comfortable with that. Gil Whittemore mentioned that Steve Mungeon could put in a disclaimer for it. Ed Williams said that it could be put on the final plat. The new owners could challenge the delineation of the agricultural soil. Michael Todd said that agricultural soil comes under zoning and it will show up when development happens. Bruce Cox said that the Commission's principal goal is to make sure that it is a buildable lot. Steve Mungeom asked if the Commission was asking for soil pits to be done. Bruce Cox said that the Commission is not.
Bruce Cox went over the checklist. The final plat needs to show the location of the culverts, the building envelope, location of agricultural soil, and put the approval template on.
Ed Williams made a motion to forward the sketch plan #12.1610A by Beverly Domey for final plat review. Michael Todd seconded it. All were unanimous.


IV. Discussions:
A. Town Plan Revisions:
(1) Transportation Chapter: Recommendations
The Commission discussed the recommendations and made some changes. Then they went over the recommendations to see which town department was going to be responsible for each recommendation. They prioritized the recommendations. deForest Bearse will retype the recommendations and put them in groups for the Commission to review again.

Alan Hudson made a motion to adjourn the meeting at 8:35 PM. Ed Williams seconded it. All were unanimous to adjourn.
