I. Introductions:

Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, Julia Lloyd Wright (ex-officio), and deForest Bearse (Land Use Administrator).

The audience member present was Todd Hindinger.

II. Approval of Minutes: Meeting of March 28, 2011

Michael Todd made a motion to approve the minutes of March 28, 2011 with corrections. Alan Hudson seconded it. All were unanimous.

III. Review Meeting Agenda - additions, corrections
There was none.

IV. Public Hearings:
A. Final Plat Reviews:
(1)App. #10.2010 by Gary and Christine Bullard requesting an amendment to Final Plat #04.2006
Bruce Cox opened the hearing at 7:12. The applicants sent an e-mail requesting the hearing to be continued. Ed Williams made a motion to continue the hearing to the meeting on April 25, 2011. Michael Todd seconded it. All were unanimous to continue the hearing.

V. Requests/Reviews:

A. Sketch Plan Review-
(1)Sketch plan #01.1311 by Fire LLC for proposed subdivision of parcel 04-03-03
into 3 lots on the corner of Gravelin Road and Beaver Pond Road (cont. from 3/14/11)
Gary Rapanotti sent an e-mail stating that the applicants were not ready. Michael Todd made a motion to continue to the meeting on May 9, 2011. Alan Hudson seconded it. All were unanimous to continue.

B. Act 250 Application
(1) 2SO982 - Verizon Wireless-replacement of 3 antennas on the tower at Getaway Mountain Campground
Ed Williams made a motion to not file an entry of appearance on Verizon Wireless-replacement of 3 antennas on the tower at Getaway Mountain. Alan Hudson seconded it. All were unanimous.

VI. Discussions:
A. Bylaw/regulation Revisions
(1) Section 7.18 Abandoned and Damaged Structures
The Commission discussed it. They increased the 6 month period for rebuilding to 18 months. Ed Williams made a motion to cease discussion of 7.18 and to accept the language as discussed and finalized on April 11, 2011 as a final draft to be prepared for a public hearing at a later date. Alan Hudson seconded it. All were unanimous.

(2) Section 6.10.1 Streambank Conservation
(3) Section 6.2 Nonconforming Lots and Parcels -Automatic Merger
(4) Section 6.4 Nonconforming Uses
The Commission discussed Section 6.4. The Commission discussed the deletion of 6.4.2. They made some minor corrections in Section 6.4.

(8) Sketch Plan Review Sheet
deForest Bearse presented to the Commission copies of request for subdivisions waivers. It should be a formal request for Planning Commission to accept or deny. The Commission discussed both of them and made minor changes to them. The Commission agreed that the review sheet should be completed by the zoning administrator. The Commission would review it at the meeting after the zoning administrator has filled it in. Michael Todd made a motion to accept the Sketch Plan Review Packet with revisions. Gil Whittemore seconded it. All were unanimous.

VII. Public Comment:

Todd Hindinger mentioned that the Commission is requiring a large amount of information on the final plat. It can cost the applicant a lot of money. The Commission stated that they would like applicants to come in with a basic sketch plan in the beginning. They have mentioned this at several meetings. After the applicants have attended the sketch plan review, then they could go to a surveyor to have a more complete sketch plan drawn up.
