TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, April 25, 2011
I. Introductions:
Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, Julia Lloyd Wright (ex-officio), and deForest Bearse (Land Use Administrator).
The audience member present was Peter Korbet.
II. Approval of Minutes: Meeting of April 11, 2011
Michael Todd made a motion to approve the minutes of April 11, 2011 with corrections. Alan Hudson seconded it. All were unanimous.
III. Review Meeting Agenda - additions, corrections The Commission would like to discuss Zoning Bylaw 7.18 tonight. Also, Gary Rapanotti has requested that the Select Board discuss the discontinuance of an ancient road related to the sketch plan review of Fire LLC. The Select Board will be discussing it at their meeting on May 3, 2011.
Gil Whittemore made a motion to move 7.18 to be #1 under Section V, part A. Ed Williams seconded it. All were unanimous.
Julia Lloyd Wright wanted to discuss energy with the Commission. She wanted to know how to get people involved. She stated that normally the general public does not read the Town Plan. She has been discussing bio fuel for the Town Garage. The grader could also run on bio fuel. The EPA contacted her to participate in the Community Energy Challenge. She wants to know what the people want for long term. Ed Williams wanted to know what the cost would be. Julia Lloyd Wright said that there will be some savings since they do not have to change the fuel filter on the grader. She has been looking at tightening up the Town's buildings. She has asked the Select Board for solar fans for the gable ends of the Town Office. The office personnel are running fans and air conditioners in the summer. Ed Williams said there is nothing in the Town Plan to consider this. If it was in the Town Plan, then the Select Board would look at it. Julia Lloyd Wright said that some of her long range plans are to get grants for a solar array for the Town Garage, a turbine for the landfill which has been put on hold due to lack of time, and spray insulation in the library's attic. Michael Todd said he would need more information in regards to what the solar array is really going to do, what will it generate, and what will it offset it.
IV. Public Hearings: A. Final Plat Reviews: (1)App. #10.2010 by Gary and Christine Bullard requesting an amendment to Final Plat #04.2006 (continued from April 11, 2011) Bruce Cox opened the hearing at 7:10. deForest Bearse said that she has heard from the Bullard's. They are waiting for the wetlands specialist. Ed Williams made a motion to continue this to the meeting on May 23, 2011. Alan Hudson seconded it. All were unanimous to continue this hearing.
V. Discussions: A. Bylaw/regulation Revisions (1) Section 7.18 The Commission discussed and made some minor changes. Some of the wording will be moved forward. Michael Todd made a motion to amend Section 7.18 on April 25, 2011 with the changes. Gil Whittemore seconded it. All were unanimous.
(2) Section 6.2 Nonconforming Lots and Parcels -Automatic Merger The Commission made some minor changes. The word shall was changed to shall not and after the first sentence everything was deleted. Ed Williams made a motion for Section 6.2.2 to be merged as language discussed this evening. Michael Todd seconded it. All were unanimous.
(3) Section 6.4 Nonconforming Uses Alan Hudson made a motion to change from a period of one year to ten years in Section 6.4. Ed Williams seconded it. All were unanimous.
Ed Williams made a motion for the language in Sections 6.4 and 6.5 to be changed to the same as Section 8 definitions. Alan Hudson seconded it. All were unanimous.
(4) Section 6.10.1 Streambank Conservation deForest Bearse said that buffers for streams should be provided on zoning maps. The Commission discussed 6.10.1 and will continue discussing it at a future meeting.

B. Town Plan Revisions (1) Energy (2) Economic Development VII. Public Comment: Peter Korbet said that solar panels for the library should be addressed to the trustees of Martin Memorial Hall. From the study for energy use, the Commission determined areas for wind efficiency. The house that is burnt in Weathersfield Bow should have signs posted stating no trespassing with tape. If that is the minimum required for Section 7.18, the Commission could say that the requirement has been met. He suggested not using a map on the wall. The Commission should consider the whole ecology of the stream. It is a complex ecological study. The fallen tree will have an effect. Man has uses too. If the grass is mowed, it will produce a better root mass. Patch Park in Charlestown is in a floodplain with toilets and grass up to the river. There are ways to do this type of management. If you maintain it by mowing, continue mowing for 10 years. It is contrary to zoning.
