Meeting Minutes
November 30, 2010
Present: Chip Cobb, Edith Stillson, Lisa Sargent, Jeff Slade, Ernie and Cookie Shand, Gloria Ballantine, Fred Mellish, Beverly Howe, Aaron Fitzherbert, deForest Bearse

1. Approve minutes from last meeting: October 19, 2010
Jeff Slade motioned to approve the minutes as presented. Edith Stillson seconded the motion and all were in favor.

2. Changes to Motion Authorization
At the October 19th meeting, the committee had authorized spending $130 to print the ceremony programs and the cards to hold the stone chips, and $40 for advertising posters. The actual cost came to $220.58. Lisa Sargent motioned to authorize spending the additional amount of $50.58 to cover the total cost of $220.58. Gloria Ballantine seconded the motion and all were in favor.

3. Pay Bills
The committee received the following bills from Tribute Artistry:
(a) $17,200 for carving and stone tooling the monument
(b) $691 for lettering the base of the monument.
Lisa Sargent made a motion to pay the above bills in full. Edith Stillson seconded the motion and all were in favor.

The bill received for the Town's labor in the construction of the monument base was not complete enough for the committee to authorize payment. The bill will be reconsidered when a definitive amount is provided.

The committee received a bill from Jeremy Osgood (Vermont Hardscapes) in the amount of $150 for forms, rebars, and ties. Lisa Sargent made a motion to pay the bill in full. Jeff Slade seconded the motion and all were in favor.

4. Authorization to print additional programs and stone chip cards
Edith Stillson made a motion to authorize spending $180 for the printing of 130 additional programs and stone chip cards. Jeff Slade seconded the motion and all were in favor.

5. Annual Report - Picture of Team
Chip wanted a put a picture of the committee in the Town Report along with the committee's annual report. It was agreed that all would meet at the monument on December 5th at 1PM.

6. Roll of Honor
Our total budget is $45,900. $15,000 of the total is for the educational component. We have spent $40,000 so far on the monument. We have a small amount left over to use in creating the roll of honor and possibly putting the names onto the monument.

The committee will do its best to get a complete list of names and put them in a book for now. At some later date the committee will determine how best to incorporate them with the monument.

The roster is approximately 95% complete for the WWII era through the end of the Vietnam era. However, from about 1972 to the present, there is not repository of names due to the Privacy Act. How, then, shall the committee proceed to find the names? Suggestions included putting a request in the Town Report, advertising in the local newspapers and the school Friday Notices, SAPA TV, and a direct mailing to the Town's residents. It was also suggested that the committee contact other towns that have already completed this task and them how they did it.

Edith, Bev, and Fred will work together to come up with an action plan for this task.

7. Educational Component Planning
The committee has $15,000 to spend on this component. The basic form of it has still yet to be decided. Cookie, Gloria, and Chip will meet with the school's principal to discuss this further.

8. Other Business
What is to be the future of the committee now that the monument has been erected? To be discussed at a later date.

Gloria Ballantine asked the committee for approval to place a solar candle at the monument. The committee agreed, but said any such items will have to be kept under scrutiny.

At 8:20 Jeff Slade motioned to adjourn the meeting. Gloria Ballantine seconded the motion and all were in favor.
