WEATHERSFIELD FIRE COMMISSION

Minutes - December 1, 2010

West Weathersfield Volunteer Department Station

 

1: Call to Order-

Pat Daniels called the meeting to order at 7:15 PM.

2: Attendance-

Members Present: Darrin Spaulding, Jeff Ingalls, Dave Fuller, and Pat Daniels

Public Present: Josh Compo, Shawn Brown, Josh Dauphin, Traci Dauphin, Mychael Spaulding, Ernie Shand, Mike Thomas and Jim Mullen.

3: Comments from Citizens-

There was none.

4. Additions to Agenda-

Jeff Ingalls added dry hydrant update under old business.

5: Approve Minutes of Last Meeting(s)

The following corrections were made to the minutes reported: WWVFD submitted their October financial statement at the November meeting of the Commission. Under Item 9) Old Business - e) Dry Hydrant Update - The Drumlin Road hydrant has been tested and it meets all requirements as of 10/3/10. Under Item 10) New Business - e) Fire Commission Annual Report - Pat Daniels stated that the Town has received the annual reports from each fire department and they have been accepted. Darrin Spaulding made a motion to accept the minutes of November 3, 2010 as amended; Jeff Ingalls seconded it. The vote in the affirmative was unanimous.

6. Review Fire Commission Financial Monthly Report(s)

The financial reports for the fire departments and the fire commission from the Town Office as of 12/1 were reviewed. There was no action taken.

7: AVFA Monthly Report

Darrin Spaulding presented his report to the Commission and it is attached as part of these minutes.

8: WWVFD Monthly Report

Jeff Ingalls stated that WWVFD had 12 calls since the last meeting with 143 calls to date. They are having a bake bean supper on December 4, 2010.

9: Old Business

a) Hazardous Waste Ordinance

Pat Daniels reported that at as a result of the November 18 Select Board meeting the Commission had been asked to present a spread sheet to the Board showing the charges that area fire departments use for responding to Hazmat calls. She presented the information that she had put together for the Board. Discussion followed. As a result of our discussion the following rates are to be suggested to the Select Board at their meeting on Thursday, December 2, 2010:

Fire Department Vehicles:

Pumpers $300/hr.

Ladders $300/hr.

Hazmat Trailer $100/hr.

All other vehicles $200/hr.

Police Department and Highway Department Vehicles and Heavy Equipment:

The most recent equipment rates listed in the document entitled "FEMA's Schedule of Equipment Rates," Department of Homeland Security, Federal Emergency Management Agency, Recovery Directorate, Public Assistance Division.

9) Old Business -

a) Hazardous Waste Ordinance (con't.)

NOTE: Labor costs of an operator are not included in these equipment rates. See http://www.fema.gov/government/grant/pa/eqrates.shtm

Labor:

Fire Department Volunteers - No charge

Town Highway and Police Personnel - $30/hour or $45/hour for overtime

Specific Equipment and Materials: Specific equipment and materials that are disposable, damaged, or non-reusable as a direct result of mitigating the occurrence or incident shall be invoiced according to replacement value costs.

Medical and Other Expenses:

Medical expenses and any and all other incidental costs incurred as a direct result of mitigating the occurrence or incident shall be invoiced according to their actual costs.

The suggested/requested percentage of the funds received that would be deposited into the fire department equipment reserve fund is hoped to be reduced to 25%.

b) Emergency Services Reimbursement Ordinance

The Fire Commission would like to see the same fee schedule adopted for this ordinance with changes in wording as would be appropriate.

c) Dry Hydrant Update

WWVFD Chief Jeff Ingalls said that the coupling that had been ordered to fit the Drumlin Road hydrant had been threaded wrong and is being re-ordered. In the meantime WW has the use of a coupling that is correct which is being loaned to them by the Springfield Fire Department.

10) New Business

a) Grant availability for Emergency Shelter Generators

Town Manager, Jim Mullen presented the Commission with a memorandum from Vermont Emergency Management regarding a Request for Proposals for Emergency Shelter Generators and what the application process required. Due to a lack of water in Weathersfield during a power outage at this time we do not qualify to apply but the information was given out for educational purposes. The current application deadline is December 29, 2010.

11: Next Meeting Agenda Items

The Commission will be discussing the new accident report forms.

12: Adjourn

Dave Fuller made a motion to adjourn the meeting at 9:10 PM; Darrin Spaulding seconded it. All were unanimous to adjourn.
