MINUTES OF PLANNING COMMISSION MEETING
Monday, September 11, 2017
I. Chair, Julie Schmitz called the meeting to order at 7:23pm.
II. Introductions: Julie Schmitz, Paul Tillman, Michael Todd (joined the meeting via speaker phone), Hal Wilkins, Land Use Administrator; Julia Lloyd Wright, Energy Coordinator (ex-officio)
Visitors: Bob Farnsworth (Surveyor), Anthony Roisman, Gabriele Popp, Allen Swanson (all present for Risman/Popp Sketch Plan)

V. Sketch Plan Review - Anthony Roisman Subdivision Application
Julie Schmitz said that this would only be the sketch plan review with no evidence. The meeting was to review design and regulations and the evidence will be held until the hearing.
Anthony Roisman summarized the following three items concerning the new subdivision proposal:
1. This proposal is to accommodate concerns from previous discussions. The 100 acre subdivision is now 6.07 acres (Parcel #2) and the property has a 1,000’ frontage which runs along Skyline Drive. There are two driveways shown on the sketch plan and signed certification from Bob Farnsworth.
2. The 6 acres +/- stops before the edge of Allen Swanson’s property and is now on the Roisman land. There is an excess of 50’.
3. The setback lines of 50’ for the parcel are shown in R3-5 zoning.
The Roisman House and 132 acres are all in R10 zoning.
Underground lines are on Roisman property.
Test pits shown in an area suitable at three locations.
Allen Swanson said that in 1997 the State adopted a driveway design by the Department of Transportation and American State Driveways which could be greater than the town may have. He asked if the town takes responsibility for the location and if they are liable.
Hal Wilkins will check road regulations before the hearing. The state requires the town to provide it with standards and he will have a comment from Westley Hazeltne Town Highway Crew Chief.
Allen Swanson also mentioned the Green Book dated 2011 showing standards for secondary roads. Hal Wilkins will ask both Westley Hazeltine and Darrin Spaulding, Ascutney Volunteer Fire Department Chief to comment on the sketch plan.
Allen Swanson also questioned improvement work and development on the property which exceeded state statutes for one acre. A state stormwater discharge permit is required and an analysis done before the subdivision and a final plan should show erosion control.
Julie Schmitz asked for a motion to move forward to a public hearing on October 9, 2017. (Hal Wilkins will check if October 9, 2017 is not a state holiday.) Michael Todd made a motion to hold public hearing on the Roisman subdivision on Monday, October 9, 2017, seconded by Paul Tillman Voted: unanimously.
VIII. Land Administrator Notes
c. Town Plan to include dedication to Gil Whittemore
Hal Wilkins drafted a letter to be signed by members of the Planning Commission and sent to the selectboard requesting that the 2017 Town Plan be formerly dedicated for the important work carried out by Gil Whittemore.
Michael Todd made a motion to send the dedicatory letter to the selectboard, seconded by Paul Tillman. Voted: Unanimously.
A motion to adjourn at 7:45pm was made by Paul Tilman, seconded by Michael Todd. Voted: Unanimously.
